The time constant is defined as the amount of time it takes for the potential difference (voltage) across a capacitor to decay to 37% of some starting value. You can measure the time constant by choosing any particular time and measuring the voltage at that starting time. Then find the time when the voltage has dropped to 37% (about 1/3) of that starting value
