If you arrived at an intersection with traffic light that not working because of power outage, you must come to a complete stop at the traffic light, ensure you check all directions to be sure that no one is coming and safely proceed driving.  

In any way you arrived at an intersection where traffic light is not working due to an electric power failure, you should treat it as all way stop sign.

Traffic coming from any direction must stop first, and then move carefully through the intersection when you are sure that other turning and approaching vehicles, pedestrians and bicycle are no longer moving.  

Although most of the traffic signals when not working properly are designed to flash yellow in the priority direction and flash red in other directions, but a blackout traffic signal is the same as four-way traffic stop intersection
