In doing so he demonstrated "Competence".

Competence refers to a group of related capacities, responsibilities, information, and aptitudes that empower a man (or an association) to act successfully in a vocation or circumstance.  

Competence shows adequacy of information and aptitudes that empower somebody to act in a wide assortment of circumstances. Since each level of obligation has its own prerequisites, skill can happen in any time of a man's life or at any phase of his or her vocation.

first, the romans stayed isolated because they had to defend their own territories from neighboring cities that were harassing them, like the etruscans. second, once the romans managed to defeat their neighbors, and started to expand their territory, they started to build roads and bridges. finally, now that the romans have covered their territory with roads functioning as highways, they could mobilize their legions faster to assemble larger military units in a specific place
