I'm assuming by "Otto" you were referring to Otto von Bismarck, who served in government in the Kingdom of Prussia and the North German Confederation, and then became Chancellor of the German Empire after Germany was united in 1871.  Bismarck was the key figure in accomplishing the unification of Germany from its numerous hundreds of separate principalities and kingdoms.

Giuseppe Garibaldi was influential in helping to bring about the unification of Italy.  He led military efforts to win over territories in Italy, moving from Sicily northward up the Italian peninsula.  At the same time, forces of the northern kingdom of Piedmont-Sardinia had been unifying territories from the north of Italy moving southward.  Piedmont-Sardinia was led by King Victor Emmanuel II and his prime minister, Camillo of Cavour.   In 1860, Garibaldi handed over all his territorial gains to Victor Emmanuel II so that all of Italy could be unified.
