For me, I think the major difference is in (B). "It reserves offices and seats in parliament for certain groups, while Israel does not."

In Lebanon, Parliamentary sits are allotted to persons from different religions, and also the  President must come from a particular religion and the PM from a specific religion. However, Israel has an electoral system based on nation-wide proportional representation, that is, the number of seats is proportional to the number of voters, therefore, to be elected, a party must have at least 3.25% of the votes.
