Why high rate of infant and child death rate is considered as the problems of population management?
plz answer it in short

The child survival hypothesis states that if child mortality is reduced, then eventually fertility reduction follows, with the net effect of lower growth of population. In populations living under low socioeconomic conditions, other factors have also been observed.

answer; ok in rural area most people depend on private transportation(cars),pick up truck,donkey and buggy: ),and urban people can walk or ride public transportation,bus,train cab,uber.
