When do you think it is fair to point to individuals as at fault in terms of having a disease? When do you think it is fair to point to the larger forces – at the society level, as at fault?

At the level of prevention

The time that seems fair enough to blame an individual for having a disease ,is when he/she knows the consequence of the doing what he/she is not suppose to do. For example ,the individual is aware of the presence of mosquito in the environment where he/she sleeps at night and he didn't take the necessary prevention such as using a mosquito net or anti mosquito agents to prevent the bites from mosquito, and thereby leading to malaria, the individual here is to blame because he knows the danger at stake and didn't take the necessary precautions to prevent malaria.

But the fair time to blame a large people or the society about a disease is when the society didn't put enough precautions to contain the disease thereby it led to a major disaster, here the society is to blame most especially the government for not been proactive in stopping the disease from spreading .
