Well the first thing i would do is analyze the resources and set up teams to gather resources such as, water, food, and object to make a shelter out of. As far as laws or a code, i would make rules that way it wasn't complete chaos. For example, set a curfew that way we can stay safe and not have to worry about anybody getting hurt.
