Explain the two ways that government works to solve problems

Government solutions more often create problems then solve them. They perpetuate them, always need more money and never work. Take head start as an example. Every assessment shows head start children dont do better academically then non head start children. So why do we still pay fot it.  The welfare state didnt refduce poverty it create a permanent underclass and destroyed the rile of the father. 3. Force up the min wage and you get job loss.
