We know that they House of representatives are people that represent people in certain parts of states, so If society in a state doesn't like where the funding is going to then that representative turns does the funding, and if a specific amount of people turn it down then the organization or science that is asking for the funding does not get the money, therefore society plays a role in how science is funded.
