That maybe a better idea in some cases but a nation should be independent. If a nation depends totally on other countries for development the nation may later face problems.

The sovereignty of the country maybe in danger

Because the donor countries may slowly start controlling the nations which totally depend on them. And losing sovereignty may hamper the development of the country.
