The Articles of Confederation had some important flaws that impeded the United States government to solve many of the problems that faced the country.

To further explain, this indicated that :

The central government was weak and welded little powers to solve the problem and so did not have the power to tax.Also did not have power to regulate their commerce in the state and in the foreign world.They lacked the court system in the country

"The want of sufficient energy in our present confederation" means that the Articles of Confederation had some important flaws that impeded the United States government to solve many of the problems that faced the country.

Indeed, the full statement says: "We have felt the feebleness of the ties by which these United-States are held together, and the want of sufficient energy in our present confederation, to manage, in some instances, our general concerns. Various expedients have been proposed to remedy these evils, but none have succeeded."

This indicates that the central government was weak and had not many powers to resolve issues. It was the states that were sovereign and could collect money through taxation. If the central government needed money, it had to ask states for it.

answer: a federal government has final authority on interstate/inter provincial and international affairs, a confederation is one where the central/national government or authority is governing body what does not have final say over the same matters. hopefully this and i will try again if you don't like this answer : )
