1. Rivers positively effect trade by providing a natural way of travel from one place to another .
2. Rivers provide fresh water and food for people as well as a natural travel route those being two reasons why many settlements are built near rivers.
4. Though some civilizations exist in deserts it is a difficult land to dwell in given the lack of natural resources like water and trees.

An informal structure in a bureaucracy would be something like so-called "office politics". where there's a formal structure set up for the organization, but then an informal subculture as well that has a way of organizing the bureaucracy further. this can be positive because it sets up an added degree of organization, albeit informal, within the bureaucracy.
