What is mean by Limited government which is this concept developed in the democratic countries

Limited government basically means that there is a system implemented to prevent the government from exercising its power however it wants.

Most democratic countries developed this concepts to prevent the government from turning into a Tyranny.

One example of the implementation of limited government would be The  Judicial review. Judicial review give the ability for the judiciary branch of United States  to examine the bill that's about to be passed by the government. If the Judicial Review concluded that the bill is 'unconstitutional' , the bill cannot be passed.
