Many citizens did not have their rights and similar to the quartering acts that were put on them by Great Britain, citizens were commonly checked in their house for belongings that were suspicious by soldiers and were not allowed to say no, because then it would be suspicious. Many other rights were taken away and many people were only allowed to be in their homes, and were not allowed to go anywhere else. In conclusion citizens had to stay in their homes because they felt unsafe going out, and even in their homes were still intruded to make sure everyone was "safe".
