Ok, St.Benedict was a monk that was very spiritual. He believed that we should only eat if we actually needed to. In his point of view, food is gift of God and should not be taken for granted. He also thought people should not eat for a current period to show a sacrifice. This is understood if your a Christan or Catholic. It was even written that young boys shouldn’t eat as much as the elders but less. Luke(21:34) I believ. answer: a federal government has final authority on interstate/inter provincial  and international affairs, a confederation is one where the central/national government or authority is governing body what does not have final say over the same matters. hopefully this and i will try again if you don't like this answer : )
