Creating government regulations to prevent black market transaction never work because the people who are involved in the black market never interested to obey the law to begin with.

The key to control the black market is by getting involvement from the people. So, here are several measures that a government can do to control it:

1.  Provide rewards for the people who can verify the existence of black market. This will multiply the amount of manpower that the government has to search and identify operating black markets.

2. Ask the private sectors to create a strict coding standards for their products. If there are some products that are missing from their usual distribution route, it will be easier for the government to track it.

3. Provide comprehensive training for government workers for conducting fake transaction. They can send their people to pretend as 'Buyers'  in order to crack down existing black market and catch them off guard,
