We can see that there is an indian in the back, reading a book upside down. We also see a Black student in the back, washing a window and an Asian student standing by the door.

2. The cartoon shows us that these countries are not well behaved and need to be taught special, personalized lessons on governing.

3. Uncle Sam is governing these countries without their consent, a "good act" as displayed by the comic.
