Explanation:

The national security council was established in September 18, 1947. At first, it was created to protect United States from potential attacks from the Soviet Union. (Who's involved in a cold war with us during that time).

When the Soviet Union dissolved, the shift of focus for the National Security Council changed. Not it's mainly focused on detecting when potential terrorist attacks happen and focused all of its resources in preventing it before it happened.
