Cartoon Analysis pls help

Oh how I love the irony of political cartoons. Let's get into it, shall we?

Let's start with defining some of the things.

Residential schools are a network of boarding schools for indigenous people. The network was funded by the Canadian government's Department of Indian Affairs and administered by Christian churches.

Basically, the cartoon is the Canadian Prime Minister who 'got rid of' residential schools, and is apparently friendly to the Native American man beside him, who is weighed down by the past of the residential schools that are 'behind us'.
