A warrant, which specifies the location that can be searched and exactly what can be legally seized, must be issued by a B. judge.
Only judges have the authority to issue such a document, whereas police officers cannot do that, and mayors deal with other political things. Religious leaders either don't have the right to issue a search warrant. 

It is Judge...because i don't think that anyone else has that authority
