Maine was known to be a part of Massachusetts but it wanted to be a state. As such, a compromise which was handled by Henry Clay gave the right to Missouri to be a slave state and Maine as as free state.

In 1820, there was said to be tensions over the issue of slavery. As such, the U.S. Congress passed a law that gave Missouri permission into the Union as a slave state and also Maine as a free state.
