The Americans most likely.  It depends on what time you are talking about.

What time are you talking about because the New Englanders were ready to kill all of the British troops because of what they had done to them and their belongings. In 1776 we signed the Declaration of Independence but we were still in a war (The Revolutionary War) with the British. Hope this helps :))
