The second statement is wrong because in the current taxation system of united states, employee with higher salary will have to pay a higher rate of payroll tax compared to those with lower salary.

A payroll tax is a tax that an organization withholds from each one of the people that work at it and pays to the Public Administration on behalf of them. This payroll tax depends on the wage the employee earns.
