The answer is the Gulf of Tonkin Resolution. After the report that two US destroyers were fired by the North Vietnamese, President Johnson immediately responded by asked permission from Congress to send more US troops in  Indochina (Vietnam). Then passed the Gulf of Tonkin Resolution.
