The difference between a cyber criminal and a cyber terrorist is that

terrorists do not use the same techniques and tools to hack into computer networks as criminals.

criminals are focused on specific types of technology hardware and software infiltration, whereas terrorists seek to disrupt all forms of technology.

criminals view hacking into and attacking a computer system as a challenge to meet rather than to use these skills to disrupt infrastructure that affects the economic growth of the world.

criminals are motivated to destroy financial and other infrastructure data, whereas terrorists only seek to manipulate these data.

Cyber-criminals use hacking, and illegal techniques for only theft, and petty attack.
Cyber-terrorism however, is directed towards destroying, manipulating, and corrupting data, or information. Such information can vary on type and size as well.
