The new country also had to deal with economic and foreign policy issues. The Revolutionary War left a massive debt, and the paper money generated during the fight was almost useless. Britain continued to occupy forts in the Old Northwest in contravention of the 1783 peace deal that ended the Revolutionary War.

The Revolution also released tremendous political, social, and economic forces that would reshape post-Revolutionary politics and society, including expanded political and governance engagement, legal codification of religious tolerance, and population expansion and dissemination.

Regardless of size, each state had only one vote in Congress. Congress lacked the authority to levy taxes. Congress lacked the authority to control international and interstate trade. There was no executive branch to carry out any of Congress's laws.

Shays' Rebellion highlighted the Articles of Confederation's weaknesses, prompting many, including George Washington, to argue for strengthening the federal government to quell future disturbances.
