By process of elimination we can rule out options A, B and D because these options would violate citizens basic constitutional rights including, freedom of speech, freedom of expression of religion and freedom of assembly. However option C does not violate any of these basic constitutional rights and thus was ruled by the Supreme Court as forbidden in public schools.
