Explain why presidential success scores in congress should be used with caution

High  presidential success scores usually correlated with the high popularity of his own supporters base.
This could be translated that the President by far hasn't taken any controversial measure that could cause misunderstanding and outrage.
This doesn't necessarily good because in order for a country to advance forward, controversial measures/decisionsmaybe needed.

It's most likely choice a, it makes the most sense in my opinion.
