How did reagan's huge cuts in student aid, food stamps, job training, and other social welfare programs affect the federal deficit?

Programs such as student aid, food stamps, job training, and other social welfare programs will create a huge hole within the Federal budget.
By eliminating all of these program,  the federal budget that derives from tax payers money could be allocated to pay off the Debt that built up from previous offices.
