What would probably happen to a country's gdp if you spend money on new technologies?

If a country were to spend its money on new technologies, this would pose a very risky investment for the country which could prove either extremely profitable when new and important techologies would be discovered, at the same time it could prove to be extremely damaging, risky and even make a country go bankrupt.
