1. The two types of power of given to the congress in the passage given above are:
a. Express power: The congress has the express power to impose and collect taxes from the people of the United States for the betterment of the country.
b. Implied power:  The congress has the implied power to make all laws, which shall be necessary and proper for carrying into execution the foregoing powers and all other powers vested by the constitution.

2. Expressed and implied powers are different from each other. Expressed power refers to the power given to the congress, which are expressly written in the constitution while the implied power refers to the assumed power that the congress have but which are not expressly written in the constitution.

 3. Congress make use of implied power to cater for new situations that arise in the country for which there are no expressed law while expressed power is used to create necessary laws concerning issues over which the constitution gives the congress express power.
