When does art go from a picture to a “work of art”?

I think a picture goes to a work of art defends on the person obviously, but i think it goes from a work of art because you put and expressed yourself in it. you put effort and time into it, you express yourself and how you feel, and it shows! this is just my opinion, but i hope this helped!
