The fossil was formed when the animal died. Then sand got blown on to the top of it. Then it got more sand blown on top. Then it rained and that turned into mud. And over time the mud got harder and dried and turned back into sand and some of that sand blew off of the fossil then the fossil rose up more out of the ground.
