In areas that receive high amounts of uv light, what could light-skinned people do to increase their fitness?

Melanin helps protect the body from the sun's radiation. Since light skinned people have less melanin so, they have less protection. Less protection can lead easily to skin cancer making the person less fit to the environment.
To avoid that, they should use solar protector in areas that receive high amounts of UV light.
