How can justice be ensured, if the enforcers themselves are corrupted?

Where there is light, there is darkness. The police that enforces justice is also not an exception.

(I'm not sure about this, but I just thought I should try?)

i would say that these are the two thesis statements best for a literary analysis essay on recurring themes in shakespeare's romeo and juliet:
