every community governed by laws and customs uses
partly its own law, partly laws common to all mankind.
the law which a people makes for its own government
belongs exclusively to that but the law which
natural reason appoints for all mankind obtains equally
among all nations, because all nations make use of it.
for laws to be just, they must be common to all
humankind
laws reflect the customs of each state and
common laws of mankind
all laws should be made available to other nations
so that they can make use of them
