Explanation:

Before the end of the war, the leaders of the four great Allied powers - USA, Soviet Union, Britain and France - had decided to occupy Germany into four zones, one for the control of each of them. That´s why Germany was put into a joint administration after its defeat in May 1945. The Soviet Union did not support the idea of allowing  a new German state, but the Western powers liked and discussed the idea. This trend became stronger after the beginning of the Cold War in 1947.

 In 1949, the Western German state, The Federal Republic of Germany was created. In response, the USSR agreed with the creation of the German Democratic Republic (communist state).
