Both parties are dependent on raising huge sums of money to fund their House campaigns. PAC spending is not a significant factor when it comes to raising money for House campaigns. The Democrats will always raise more money for House campaigns from individuals than the Republicans will. Campaign funding laws have reduced the amount of money needed to fund House campaigns.
