Why was it so difficult to create a system of government for the United States?

Because everyone has different opinions on how the government should be run. We have made mistakes in the past with “the articles of confederation” then later came up with the constitution. I would really say because everyone has different opinions and it’s hard to establish a system of government with everyone so different and split.
