Do you think an absolute monarch would be an affective leader or not?

Realistically speaking, no I don't think it could be an efficient system. It's great if the current monarch is a good ruler, but the high risk of corruption, the lack of a way to remove a bad ruler, and the fact that the monarch can change any law at any time make it a very unsustainable system. The current monarch would also have to be very, very open-minded and good at reacting to change with how fast the modern world is developing.

However, it's not like some kind of weird absolute monarchy variation would have no chance at outdoing democracy or other government systems. It really would depend on the ruler and what kind of systems they use to help them.

It's possible for a monarch to let the citizens vote for which of their children or relatives will take the throne next, and then voluntarily abdicate to whoever the citizens voted for. Of course, if we assume more choices would be better, then the monarch would need a bigger family, which would likely result in the royal family becoming a polygynous patriarchy. (Male leader, multiple wives.)

The monarch wouldn't have to make all their decisions alone. Even in history, most monarchs had some kind of council set up to help them make decisions and manage various parts of the country. This council of officials could be chosen through a democratic or meritocratic system, and they would advocate for new policies, draft laws, inform the monarch about current events, and advise the monarch to the best of their ability.

All of this would still be considered an absolute monarchy as long as the monarch retains absolute control over the decision making. As long as the monarch is the only one capable of actually passing legislation, it wouldn't be qualified as a constitutional monarchy. Since the monarch can ignore all the advice and make whatever decision they want, it's possible to have something that looks fairly democratic, and might work, but is still based on the will of the monarch.
