The thirteen original states agreed to create this and became the first Continental Congress on November 15, 1777. The confederation was loose in nature and has a loose weak central government however; however its successes were on dealing the Western lands such as the Northwest Ordinance of 1787. That helped pay the Nation’s debts and launched western lands without so much chaos.
