On February 13, 1765, Parliament  passed the Stamp Act, which created revenue stamps to be purchased and  affixed to every form of printed matter used in the colonies: newspapers,  pamphlets, bonds, leases, deeds, licenses, insurance policies, college diplomas, even playing cards.
