perpendicular to 2 – 3y = 3 and goes through (5, -9)

Divide both sides by 3 and get
y = -2/3x + 2

m is the slope so we know that the slope of this line is -2/3.

Also two lines are perpendicular, their slopes have a special relationship as shown below:
m1 = -1/m2 (this means negative reciprocal)

Now, since the slope of the line perpendicular to y = -2/3x + 2 is equal to
m = -1/(-2/3) = 3/2
also there’s a point this line passes through, (-4, 1) so you can easily find its equation
y = mx + b
1 = 3/2*(-4) + b (plugged in the values for x and y to solve for b, the y-intercept)
1 = -6 + b
b = 7
y = 3/2x + 7
