Dilation with scale factor of 3= E.
translation 3 units up= D.
translation 3 units right= B.
horizontal stretch by a factor of 3= A.
vertical stretch by a factor of 3= C.

translation= its move places, so you are adding
stretch= it changes shape. you can either stretch it horizontally or vertically so you are multiplying

going up and down/ vertically is the y-axis
going left and right/horizontally is the x-axis
