I. Electromagnetic waves

Electromagnetic waves are transverse waves which can travel in vacuum and transport energy through electric and magnetic fields.

The rest of the lines describe the forms of energy and not waves. The ability to do work can be written in terms of energy. Potential energy, chemical energy, elastic energy, gravitational energy, nuclear, thermal etc. are all forms of energy. Then, Mechanical energy is the sum of potential energy and kinetic energy. So all the lines, II,III and IV describe about energy and its form whereas line I just includes the term electromagnetic wave which is about a different topic from the rest of the Shondra's notes.
