Market Economy is the type of economic system where individuals own and operate most of the business and industries, and therefore they decide the pricing of their produced goods and offered services. Not to be confused with a Command economy where the government owns and operate the factors of production; the business and industries.

answer: a federal government has final authority on interstate/inter provincial  and international affairs, a confederation is one where the central/national government or authority is governing body what does not have final say over the same matters. hopefully this and i will try again if you don't like this answer : )
