How is a constitutional government different from a government with a constitution

I'm not a 100% sure, but hope this helps. A constitutional government is a government that I suppose that is based around the constitution as a basis of it's structure. A government with a constitution might be a government that isn't necessarily tied down by the constitution. It's there, but rather for formalities. The government doesn't need to adhere to the constitution at all times since its values are not based around it.
