Why are less developed countries (ldcs) reluctant to sign the kyoto protocol?

The Kyoto Protocol is one of the most important tools we have to help us fight climate change. However, this has not always been accepted by all countries. Many countries, both developed and underdeveloped, have been reluctant to sign the agreement.

An important concern that less developed countries have is the fact that trying to reduce their carbon emissions might mean slowing down economic growth, or pursuing it through methods that are a lot more costly. Many countries worry that this might lead to them never achieving the high levels of development that they seek.
