it would be important for the delegates to talk freely because:

A delegate is a person who is sent as an emissary to represent the best interests of a person or a government at a function or an occasion.

With this in mind, it is important for a delegate to be able to talk freely in a function or meeting with dignitaries so that they can be able to express their views candidly and without fear of anybody.
